Veranstaltung: Rassismus als Motiv untersuchen, Zuhören organisieren!

Am 31. August 2019 laden die Initiative DU 1984 und die Betroffenen der Famiilie Satir dazu ein, gemeinsam mit der Familie Satir der Brandstiftung von 1984 und ihrer verstorbenen sieben Familienmitglieder zu gedenken. Döndü Satır, Zeliha Turhan, Rasim Turhan, Tarık Turhan, Cigdem Satır, Ümit Satır und Songül Satır starben bei der Brandstiftung auf ihr Wohnhaus am 26. August 1984 in Duisburg-Wanheimerort. Rukiye Satir, Remziye Akkuş, Suat Akkuş, Aynur Satir Akca und Eylem Satir Özcan überlebten die Brandstiftung schwerverletzt. Staatsanwaltschaft, lokale Politik und Polizei schlossen schon zwei Tage nach der Brandstiftung ein „ausländerfeindliches, somit politisches Motiv aus. Die anfänglich rege Berichterstattung im Sommer 1984 verebbte als die Tat nicht aufgeklärt werden konnte. Nur zwei Monate später schrieben die lokalen Zeitungen von einem tragischen Großbrand und einer Tragödie, obwohl feststand, dass es Brandstiftung war. Die Entpolitisierung setzt sich fort, und der Fall gerät in Vergessenheit.

Nur die Betroffenen, die Nachbarschaft und die migrantische Community können sich noch mit Trauer und vielen ungeklärten Fragen an die Brandstiftung erinnern. 1994 erst gesteht eine Täterin die Brandstiftung von 1984 und eine weitere Brandstiftung auf ein Geflüchtetenwohnheim in Duisburg. Ein ausländerfeindliches Motiv wird vor Gericht explizit ausgeschlossen, und eine psychische Störung und somit Schuldunfähigkeit festgestellt.

35 Jahre später will die Initiative DU 84 mit einer unabhängigen Kommission eine erneute Überprüfung des Motivs der Brandstiftung erreichen. Sie fordern Aufklärung darüber, wie die Sicherheitsbehörden das Motiv Rassismus und Hass gegen Migrant*innen explizit untersucht haben. Mit den Betroffenen gemeinsam organisieren sie eine lokale Intervention und suchen eine würdevolle Form einer Anerkennungs- und Erinnerungskultur. Die Initiative kämpft darum, dass die Perspektive der Betroffenen rassistischer Gewalt in das kollektive Gedächtnis eingeht. Um dies zu erreichen, lädt die Initiative Aktivist*innen, Wissenschaftler*innen, Initiativen und Künstler*innen zum Gedenktag ein. Und am wichtigsten – sie lädt Betroffene rechter und rassistischer Gewalt selbst ein, um gemeinsam zu sprechen, zu trauern und um sich zu organisieren.

Wir schreiben unsere Geschichte selbst! Gewalt, Rassismus und Ausschluss sind Teil dieser Geschichte. Wir wollen endlich über den Rassismus und über migrantische Leben in den 1980er Jahren sprechen. Es fehlt eine Sprache und Sichtbarkeit für dieses Dunkelfeld. Systematisch werden politische und rassistische Motive weder erwähnt noch strafrechtlich angemessen verfolgt. Seit den NSU-Prozessen wissen wir, wie behördliche Blindheit zur Entwertung von Rassismuserfahrungen, institutioneller Gewalt und Ohnmacht führen. Wir müssen davon ausgehen, dass in den 1980ern weit mehr Tote durch rechte Gewalt zu beklagen sind, als offizielle Zahlen berichten. Im Rahmen des Gedenktags wird eine juristische Neubewertung des Falles präsentiert und in zwei Podiumsgesprächen über Rassismus und migrantische Selbstorganisation in den 1980ern, sowie Erinnerungspraktiken diskutiert. Das Programm wird gerahmt von Kurzfilmen und Musik.

On August 31, 2019, the Initiative DU 1984 and the people affected of the Satir family invite you to join the Satir family in commemorating the arson of 1984 and its seven deceased family members. Döndü Satır, Zeliha Turhan, Rasim Turhan, Tarık Turhan, Cigdem Satır, Ümit Satır and Songül Satır died in the arson attack on their home on August 26th, 1984 in Duisburg-Wanheimerort. Rukiye Satir, Remziye Akkuş, Suat Akkuş, Aynur Satir Akca and Eylem Satir Özcan survived the fire seriously injured. Only two days after the arson, the public prosecutor’s office, local politicians and the police ruled out a xenophobic and therefore political motive. The initially lively reporting faded away in the summer of 1984, when the crime could not be solved. Only two months later the local newspapers wrote of a conflagration and a tragedy, although it was certain that it was arson. The depoliticization continues and the case is forgotten.

Only those affected, the neighbourhood and the migrant community remember the arson with grief and many unanswered questions. Many years later, in 1994, a female perpetrator confessed the arson of 1984 and another arson to a home for refugees in Duisburg. A xenophobic motive is explicitly excluded in court and a mental disorder and thus insanity defence is determined.

35 years later the initiative DU 84 wants to achieve – together with an independent commission – a renewed examination of the motive of the arson. They demand clarification as to how the security services have explicitly investigated the motive of racism and hatred against migrants. Together with those affected, they organise a local intervention and seek a dignified form of recognition and remembrance. The initiative fights to ensure that the perspective of those affected by racist violence is incorporated into the collective memory. To achieve this, the initiative invites activists, scientists, initiatives and artists to the commemoration day. And most importantly, it invites those affected by right-wing and racist violence to speak, mourn and organise themselves.

We write our own history! Violence, racism and exclusion are part of this history. We finally want to talk about racism and migrant life in the 1980s. There is no language and visibility for this dark field. Political and racist motives are systematically neither mentioned nor adequately prosecuted under criminal law. Since the NSU processes we have known how official blindness leads to the devaluation of experiences of racism, institutional violence and powerlessness. We must assume that in the 1980s there were far more deaths from right-wing violence than official figures report. As part of the commemoration day, a legal reassessment of the case will be presented and discussed in two panel discussions on racism and migrant self-organization in the 1980s, as well as memory practices. The program will be framed by short films and music.

DU 1984 İnisiyatifi ve mağdur Satır ailesi, 1984’teki kundaklamayı ve bu saldırıda hayatını kaybeden yedi aile üyesini 31 Ağustos 2019’da Satır ailesiyle birlikte anmaya davet ediyor.

Yedi can, Döndü Satır, Zeliha Turhan, Rasim Turhan, Tarık Turhan, Cigdem Satır, Ümit Satır ve Songül Satır 26 Ağustos 1984’te Duisburg Wanheimerort’ta yaşadıkları eve düzenlenen kundaklamada öldüler. Rukiye Satır, Remziye Akkuş, Suat Akkuş, Aynur Satır Akça ve Eylem Satır Özcan bu saldırıdan ağır yaralı kurtuldular. Savcılık, yerel politikacılar ve polis kundaklama eyleminden sadece iki gün sonra “yabancı düşmanlığı“ yani saldırının siyasi boyutunun olmadığını duyurdular. İlk başlarda haberlere konu olsa da olayın aydınlatılamayacağı ifadesiyle 1984 yazında ilgi azaldı. Olaydan sadece iki ay sonra yerel gazeteler, eylemin bir kundaklama olduğu açık olmasına rağmen, “trajik büyük yangın” ve “trajedi” olarak haber yazdılar. Depolitizasyon çabaları devam etti ve bu vaka unutuldu.

Bir tek mağdurlar, onların komşuları ve göçmenler hâlâ keder ve cevaplanmamış sorularla bu saldırıyı hatırlıyorlar. İlk olarak 1994’te bir fail, 1984’teki kundaklama eylemi ve Duisburg’da mülteci barınağına yönelik diğer bir kundaklama suçlarından sorumlu tutuldu. Yabancı düşmanlığı mahkemece açıkça yok sayıldı ve failin psikolojik rahatsızlığından ötürü cezai sorumluluğu olmadığına karar verildi.

Otuz beş yıl sonra, DU 84 İnisiyatifi, bağımsız bir komisyonla kundaklamanın arkasında yatan nedenleri yeniden araştırmayı planlıyor. Güvenlik birimlerinin olayda “ırkçılık ve göçmenlere karşı nefret” boyutunun açık bir şekilde nasıl soruşturulduğuna dair aydınlatılmasını talep ediyor. Mağdurlarla birlikte yerel bir girişim organize ederek müdahalede bulunan inisiyatif, onurlu bir tanınma ve anma kültürü biçimi arıyor. İnisiyatif, ırkçı şiddete uğramış mağdurların bakış açılarının kolektif bellek (ortak hafıza) oluşturması için mücadele veriyor. Bu amaçla inisiyatif, aktivistleri, bilim insanlarını, inisiyatifleri ve sanatçıları anma gününe davet ediyor. En önemlisi de, sağcı ve ırkçı şiddetten etkilenen mağdurları birlikte konuşmaya, yas tutmaya ve örgütlenmeye çağırıyor.

Bizler, kendi hikayemizi kendimiz yazıyoruz! Şiddet, ırkçılık ve dışlanma bu hikayenin bir parçası. Artık bizler, 1980’lerdeki ırkçılık ve göçmen yaşamı üzerine konuşmak istiyoruz. Karanlıkta kalmış bu alan için bir dile ve görünürlüğe ihtiyaç var. Sistematik olarak, olayların siyasi ve ırkçı yönü ne bahsediliyor ne de uygun ceza yargılaması yapılıyor. NSU davalarından bu yana, devletin bu kayıtsızlığının ırkçılık deneyimlerinin değersizleştirilmesine, devlet şiddetine ve güçsüzlüğüne yol açtığını biliyoruz. 1980’lerde, resmi rakamların belirttiğinden çok daha fazla insanın sağ(cı) şiddet yoluyla hayatını kaybetmiş olabileceği acı gerçeğini göz önünde bulundurmalıyız.

Anma günü kapsamında, Duisburg vakasının hukuksal açıdan yeniden değerlendirmesi sunulacak ve 1980’lerde ırkçılık ve göçmenlerin öz-örgütlenmesinin yanı sıra hatırla(t)ma pratikleriyle ilgili iki panelde tartışma yapılacaktır. Programa kısa filmler ve müzik dinletileri eşlik edecektir.
